Are the House Republicans justified in holding up a federal spending plan?

The federal government remains shut down as Democrats and Republicans cannot agree on a spending package.

National Parks and museums are closed, some 800,000 federal workers have been furloughed, and numerous agencies, including NIH, FDA, and CDC, are running on skeleton staffs. 

The Republican-controlled House of Representatives has passed bills that include provisions that would defund the Affordable Care Act (“Obamacare”), but the Democrat-controlled Senate has passed bills that leave Obamacare funding alone.
